As Chief Ref at Deer Trail this weekend the only clear rule regarding Junior registraiton is that 8-9 year olds cannot race on open roads. With this race being pre-registration only the web registration clearly precludes people from under the age of 15 from registering. Given the history of the race with some of the problems we had last year I agree with the intent for this race and not wanting to have juniors under the age of 15 out there.
The rules give the CR and promoter a lot of ability to make decisions for the individual event regarding safety as well as provide the environment to have the best and fairest racing experience to the most people possible. When it comes to road races and hill climbs there is such a difference between course and resources available between events they have to be looked at individually.
